[Bug 136354] tor needs to be updated because more and more nodes are starting to reject this outdated version

The TOR-version in the repos is outdated. In the last time it happens
more and more that nodes start rejection these tor-versions and warn to
update the version:

Aug 31 13:20:26.107 [Warnung] Please upgrade! This version of Tor
(0.1.2.14) is obsolete, according to 3/3 version-listing network
statuses. Versions recommended by at least 1 authority are: 0.1.2.16,
0.2.0.6-alpha.
