[Bug 131001] Need Ruby 1.8.6 backport to allow Mongrel-Cluster to work correctly

Public bug reported:

Mongrel Cluster requires 1.8.6 version of Ruby or it tries to apply a
patch to Ruby.  For some reason, this patch is not always allowing Ruby
to support Mongrel Cluster, which is required to deploy a fail-safe
rails application.
