[Bug 73776] smokeping backport from feisty

Public bug reported:

Currently smokeping doesn't start in dapper if the /var/run/smokeping
directory does not exist.  See this bug report, which has fixed the bug
in fiesty.

I am requesting that this be backported to dapper, since dapper is a LTS
release.
