[Bug 73378] Backport libhal* (0.5.8.1)

This is needed for bmpx to build (>= 0.34.7)

Backporting it (hal  hal-device-manager hal-doc libhal1 libhal-dev
libhal-storage1 libhal-storage-dev) from Feisty would be appreciated by
many users, as I could make working packages without including the
feisty libhal directly to the (unofficial) bmpx-repo I'm maintaining,
which became infamous of braking dapper systems with some older versions
(< 0.20), when it still was maintained by nexu. Avoiding making a mess
of people's systems would be preferable.
