You're completely right, the module mod_tls is compiled as a DSO module only in the edgy and backport dapper package.
Thus all you need to use the module is to add this line in your proftpd.conf file :
LoadModule mod_tls.c

The issue is now solved and this is definately not a bug, thank you all
for your useful comments
