[Bug 76382] Backport bzr 0.13-0ubuntu1 from Feisty to Edgy

bzr 0.13 is nice and new and shiny... It has better SmartServer and HTTP
branching support, among other stuff. I had to backport it myself
earlier today, and it works fine with no changes.
