[Bug 55599] Request Postfix 2.3 Backport

Public bug reported:

Postfix 2.3 adds support for the Dovecot SASL implementation, much
improved TLS support/configuration, Delivery Status Notification,
improved SMTP connection caching, and quite a few other features.  These
features are highly desirable for my Postfix deployments and would be of
value to many Ubuntu server users.
