[Bug 2215] Libavcodeccvs-dev does not install from ubp

Either install libavcodec-dev or libaccodeccvs-dev, not both. This is an 
upstream packaging bug from debian-marillat, a missing Conflicts: line for 
both packages.

Extras/Backports does not try to fix upstream problems... contact the 
appropriate source. If they've already fixed it, request an updated Extras 
build.
