Hi,

looks like that arts is ruling the alsa/oss device. Try to "shut up arts" from 
the systemsettings or kcontrol and use alsa only.
But this is OT and should be raised on #kubuntu or #kubuntu-devel and/or the 
kubuntu mailinglists.
