Backport of smeg (on official servers)

I've been working with Amaranth on backporting smeg, and what needs to
be done is the following

gnome-app-install to be backported (waiting for package to be updated so
can apt-get source it) This is to fix problems with pyxdg and hoary
g-a-i conflicts
pydxg backport (builds fine)
gnome-menus backport: We've tested this and it builds and installs fine
on hoary, and so far, we can't see any breakage... smeg runs when it's
installed, though with some small problems (aka - ordering of items
doesnt work - but this never worked in hoary anyway, so it must be
another breezy package that does this)

So, I think we should go ahead with the changes listed above (assuming
g-a-i builds fine) and get smeg backported properly and make menu
editing in hoary a lot easier.

Unless of course, someone comes up witha  reason not to (aka - I've
missed something - again)
