Had you CC'd me, I probably would have noticed, since I've become quite behind with mailing lists due to this process. Anyway, going with the best practices within the international LoCo teams, the team contact (in this situation, myself) should have admin access to the list, and pass on moderator access as required. As for moderators, there should be two. It is better to have redundancy plan and not need it, than the opposite.
