Downloading problem

I am unable to download files either form the update manager or the 
ubuntu software centre.  It claims my internet connection is not 
working. Error message is
Failed to fetch 
http://au.archive.ubuntu.com/ubuntu/pool/main/u/upstart/upstart_1.5-0ubuntu7_i386.deb 
Connection failed
Failed to fetch 
http://au.archive.ubuntu.com/ubuntu/pool/main/libq/libqtbamf/libqtbamf1_0.2.4-0ubuntu1_i386.deb

http://au.archive.ubuntu.com/ubuntu/pool/main/s/software-properties/python-software-properties_0.82.7.1_all.deb

http://au.archive.ubuntu.com/ubuntu/pool/main/s/software-properties/software-properties-common_0.82.7.1_all.deb

Connection failed
   Since my internet connection is working, is there a problem with the 
ubuntu site?
