If you want a GUI to manage the certs, checkout tinyca - 
http://packages.ubuntu.com/tinyca

As for a VPN solution, OpenVPN is the easiest to get up and running and 
maintain.  The howto is located at https://help.ubuntu.com/community/OpenVPN
