Comments visible to authenticated users only on ubuntu.org.au

I wanted to put link here to a comment I made on ubuntu.org.au to draw it o
the attention of the Brisbane community but as far as I can tell the website
only shows comments to logged in users.

I'm wondering if this is a limitation of the
Drupal configuration that Canonical has provided or is this a local policy
decision? If it is in our control I'd like to propose that comments be made
visible to anonymous users. Note: I am not proposing that we allow
commenting by anonymous users, just viewing.
