New list moderator

Greetings,

You folks might know Jared as head_victim on IRC. He's been around the
team for a while now and demonstrated he's level-headed.

Jared has agreed to help with moderating the mailing list and so he's
been added to the moderators list along with the existing moderators
Scott (vk7hse) and Daniel (dns53).
