The community leader has the /responsibility/ to ensure that the role is
handed off to capable hands.

Elections are all fine and dandy in concept but they are essentially
popularity contests -- who can woo the most people, as opposed to who
can actually do the job. Acquiring a celebrity status does not a leader
make.
