I haven't used it for serious mixing, but Audacity is the first thing
that comes to mind. You can create multi-track waveform sounds with it,
run processes over them (e.g. echo, noise reduce, etc.) and then export
it to various formats at the end. For an application more focused on
music composition, Rosegarden would be more the thing.
