That all depends where you buy your system from.

Some retailers simply refuse to sell a system without a Windows OS due to
contracts and licensing deals with Microsoft etc.

But just keep looking and asking around. You'll eventually find a retailer
that'll sell you a system with no OS. If that's what you're after of course.
And you never know, you may even be lucky enough to strike someone that'll
be happy to pre-install linux for you! But keep your fingers crossed for
that one!
