power button placement

James,

I suppose you're referring to the "Notification applet" which is  
similar to the "System tray" in Windows. You're right, you can't move  
individual icons, but you can move the applet itself. If you right  
click just to the left of both icons, you'll be able to unlock the  
applet. There will be a little divider which marks the start of the  
applet.
