I found copfilter to be a bit of a pita.

You can also try these addons for IPCop:
Advanced Proxy - http://www.advproxy.net/
Update Accelerator - http://www.advproxy.net/update-accelerator/
URL Filter - http://www.urlfilter.net/
BOT - http://blockouttraffic.de/
