Actually that is very similar to what pops up for me here from the
installed package :-)  The package is not as up to date ( 2006 vs. 2007 )

I think the issue here is that the gimp help uses a browser defined in the
alternatives system. Since I have the "dillo" browser here, it pops up for
me in Dillo if dillo is defined as x-www-browser. ( Dillo is limited, but
nice for local docs, and searching for on line documentation etc - it
pops up instantly ).

The "alternative" in question is " x-www-browser "  - so if you want a
different browser, do

sudo update-alternatives --config x-www-browser

If you select firefox , for example, the help looks  just as good as the
URL
- perhaps better, if you prefer the older logo ....  ;-)
