No, followups should go to the list, replies to the author.

It does, because the author may wish to specify where private replies go,
and the Reply-To: header is the standard way to do so.

Which isn't how it's done, as the In-Reply-To: and References: headers
contain previous message IDs which aren't relevant.  This causes threading
MUAs to stick your message in the middle of an unrelated thread.
