[ubuntu-art] Reinvigorate Ubuntu Artwork Team Spec

Hello Everyone,

I noticed the Launchpad blueprint for this topic was waiting a spec so I
gave it a go ( feel free to modify as desired ).

I am anticipating the discussion at Tuesday's UDS to center around process
improvement and tools and it looks like the right folks are planning to
attend which is IMO a very good sign. I do not know if this will be an open
forum or a guided discussion. If the latter, who will facilitate?

Will there be a way to attend remotely?
