If it adds value to the Ubuntu community I suspect Canonical will want to
host it. As a matter of fact, we often prefer to host such applications. (it
is a requirement if you are in the *.ubuntu.com name space)
All good development projects start with a plan. Get the plan together, look
into getting the resources, and then talk to me on IRC or e-mail (I'm
newz2000 in #ubuntu-website) and I will connect you with the people inside
Canonical needed to move forward.
The thing to remember is that Canonical has intense concerns about security
and therefore have some strict guidelines about contributed code. Throwing
together a hodge-podge of Drupal modules to create a solution will make
deploying it a challenge. Choosing Python / Django will be a big help since
that is one of Canonical's preferred technologies. (for reference, the UDS
website is developed this way)
Speaking of the UDS website, talk to the gang responsible for that for
inspiration. They're doing an awesome job pulling it together and working
colabortively.

still serves tons of projects quite well.
