thorwil did the original logo and not sure how many here remember he has
already re-done the logo for the new branding.

Regarding the various websites, I believe that is dealt by the Ubuntu
Website team <https://launchpad.net/ubuntu-website> .

As to why there is a separate mailing list i never understood.
Back when it was announced, I dint see the point to a separate team for
website design especially since we had very low volume in this mailing
list.
