As the release is only 11 days away I would like to handle the final
disposition of this as a backlog item to be resolved during the 10.10
development cycle.

As the current Website link on the Software Center installation form points
to the current wiki page my suggestion is create a new page in
"Artwork/Documentation" title CommunityThemesGuidelines.

Move the content of the current CommunityThemes page to
CommunityThemesGuidelines.

When this is complete update CommunityThemes with the public facing content.

This will resolve the current issue and provide adequate time to plan for
the best long term solution.
