Sorry for the very late post.

There is no real solution other than the ones you've already discovered.
However, a decent compromise is to install "The Widget Factory" select
the theme you're working on from the menu and use the refresh button on
the toolbar to update it as you work on the gtkrc. Obviously this will
not work for the panel, etc; but you can fine-tune the basic stuff
there.
