1) I like to use Inkscape, but YMMV. Inkscape came from SodiPodi, btw. Try
them all, see what you like best.
2) I don't think so. But a KDE icon theme could be created from the Breathe
icons once they are made.
3) It is fine to me, though I am not an official opinion in any way. ;)
