[ubuntu-art] Wiki moves, Incoming/Concepts

Hi!

With Kenneth's blessing, I removed the link to
https://wiki.ubuntu.com/Artwork/Specifications so that page is hidden
now. Should we ever have specifications with blueprints on Launchpad
that are artwork related and of interest to this community, we still
have that page and all the text at hand.

Deleted Specifications/Powder, as it was practically empty and no longer
findable there. I hope to see a real Powder in Incoming/Karmic (or
Incoming).

Moved WarningThemes to the new Incoming/Concepts. Same for
Incoming/Karmic/UserInteraction, which is now
Incoming/Concepts/Panels_and_Bars.

So all concepts that would require (noteworthy) changes to the software
stack (X, GTK, Gnome, WM ...) should go there.

If someone comes up with a better, still short name than the terrible
generic "Concepts", I'm all ears.
