[ubuntu-art] introduction

I have no official position whatsoever, so don't take my word for this.

But it would be nice if ubuntu-art.org had a section for "8.10 artwork
discussion" - where artists could upload their work and get user feedback.
Similar to this list, but I suppose that would get a lot more coverage.
