[ubuntu-art] Dust theme implementation

I was drafting that mockup with a "dust lite" or "dust metal" in mind.
There's much more to be done 'till we get there, but IMHO it'd be
unacceptable to ship it without a light version--I'll definitely work on a
brighter variant of Dust.
