[ubuntu-art] Dawn of Ubuntu Licensing

I don't know if this has been discussed before (likely has), but the
'Dawn of Ubuntu' background image was removed from Ubuntu (In Feisty?)
because of an improper Creative Commons license.  Well I
contacted the artist, Armin Ronacher, and the image license has been
changed to one that is less restrictive.  It is now under a CC
- -by 2.0 license according to Armin and the license on his website.

I'm not suggesting that the image become the default background in
Hardy (I prefer the current Heron), but it would be nice in the
community package as it seems to be quite popular.
