[ubuntu-art] Duties to theme packaging

Hello UbuntuArt folks,
I updated the OranSoda Wiki
spec<https://wiki.ubuntu.com/Artwork/Incoming/OranSoda>and I find my
contributor inPingunZ<https://wiki.ubuntu.com/PingunZ>that could
provide a nice GDM and splashscreen that fit the OranSoda theme.
In these days, I would like to know what are the duties to do to make
OranSoda a theme packaged in 7.04.
Should I add some spec in Launchpad? Why I can do the theme if I don't know
if Murrine gtk engines will be included in universe?
Should I open some specification in Launchpad? I have some good skills to
make deb via checkinstall or better via dpkg-deb --build. I could make some
package.
