[ubuntu-art] Frozen Tint Adjustment

Now that's weird, It didn't look that bright, even with my uniquely 
designed metacity theme (which is of a unique brand of coolness). The 
reason you may have thought it looked too bright was because the colors 
in the theme were more Silver and less beige (which I think is an ugly 
color when used like this). I've attached a screenshot showing off my 
change to the Metacity frame color and the new icon design.
