I'll stay off the whole usplash design issue... You can get package sources
by

apt-get source usplash

You don't have to "sudo" the command. The command will put the sources in
your current working dir. I don't know if there is any nifty apt/dpkg'ish
way of diffing against it though (there prolly is).
