Good idea. When we have the vote, I suggest people vote for their favourite themes overall ignoring internal / external, and we then make the final selection factoring that in.
Why only five? I'm just curious. The current internal alone has 8, not including clearlooks. Since including the old Human is just simply a good idea, that brings it down to 4. Very thin, and not must of a choice, IMO.
Because people make better choices when the choice really means something! 5 GREAT themes is plenty. So lets nominate great themes and pick great themes. We'll need a name for the old Human...

Then there would be no reason to specify internal/external and no reason to have separate packages. Just have all 5 themes internal.
My concern has to do with usability and choice. The reason some of the current default gnome themes are still there is because of their usability features. There are pure metacity themes that are for the most part error free and have code buttons (not pixmap) that expand and contract for those that have need of large font. Working utility windows and borderless windows, etc...
I do not want to see themes chosen because a screenshot looks good and because people do not run a theme through the basic usability test. This is not a problem with external themes but if you are going to venture out to replace gnome defaults then some of the necessary factors need to be considered, IMO. It's easy to find an extra package and install it but if the minimalist, purist and developers have to go and hunt down basic, simple, fast, traditional themes, a lot of people may get upset.
Not trying to make it more difficult but I just think it is a vital aspect of what we are trying to accomplish. Which leads me to my reasoning behind having more than 5. If you ensure the good, usable stuff is there, because it is a necessity to do so, you take away from the extras, which defeats the reason we are all here, IMO.
In the end, there needs to be 2 votes...internal/external, and more choices.
