Limited on time, I have adjusted the wiki page for a
clearer guide to specifications.

CHANGELOG:
 * It now points to the official SpecTemplate that the
   other Ubuntu developers use.
 * Attempts to explain the parties involved more.
 * Has the preferred method to get them listed under
   www.launchpad.net/people/ubuntu-art/+specs
 * Briefly touches on what NOT to do.

All information was obtained from CTO Matt Zimmerman, so
you can assume it is stable.  Thanks go to Martin Pitt for
some of the information as well.
