To answer the first part: yes, the styles and looks are platform- 
agnostic so they can be mixed and matched between Ubuntu and Kubuntu.  
The palette should indeed be different, like the logo. When working  
with source files for artwork it isn't that hard to change palettes  
so if your design is good and it works out well, it's not a big  
problem to adjust hues and colors later on.

For now, Kenneth Wimer has basically decided on a purple scheme for  
Kubuntu. Without going into details I think a palette with purple and  
some good complementing colors will be good enough to start on the  
early artwork. I'm not sure if Kenneth is on vacation yet, but I'm  
sure he'll jump in and give a quick answer is he's around.
