[Bug 2111717] [NEW] Please remove ncbi-igblast: armhf, ppc64el, riscv64, s390x binaries from questing

ncbi-igblast depends on libncbi-vdb-dev which is only built for amd64
and arm64.

There are no reverse dependency, only one reverse-recommends.
