[Bug 2096722] [NEW] RM: Please remove calligraplan from plucky - kdiagram transition

RM: Please remove calligraplan from plucky. Required by kdiagram
transition.

In the current kdiagram transition, kdiagram has migrated to Qt6/KF6 and a Qt5/KF5 build no longer exists.
calligraplan has a non-optional build depend on Qt5/KF5 kdiagram (libkgantt-dev) so cannot be NCR rebuilt for the transition, or build depends adjusted.
calligraplan upstream has no Qt6/KF6 release, or for that matter porting in either master or other branch.

calligraplan has been removed from Debian testing:
