Looking at https://ftp-master.debian.org/new.html the package in
question here is sitting in the NEW queue.

I'm going to upload r-cran-spatstat.univar to Ubuntu with a new
changelog entry and a lower version number, so it gets picked up next
cycle on autosync. In the meantime, we will need to carry a small Ubuntu
delta to add this build dependency.
