[Bug 2099716] [NEW] Remove icu74 from Ubuntu

You have been subscribed to a public bug by Jeremy Bícha (jbicha):

icu74 was added for firebird3.0 but it looks like firebird3.0 builds ok
against the standard icu which means this package shouldn't be needed
any more.

However, we do have reverse depends:
mysql 8.0 (not yet removed but being worked on)
php8.4 (the php8.4 transition is stuck in plucky-proposed but expected to be finished for Ubuntu 25.04)

I'm setting this as incomplete until those are solved.
