[Bug 2098957] [NEW] Remove armhf binaries in plucky for marble, kgeotag and kphotoallbum

In Debian and Ubuntu in proposed new Qt6 based marble is no longer built
on armhf.

For ref the build on armhf OOMs the buildds on both, and attempts at
mitigation (reducing parallel builds, tweaking build flags etc have not
worked). Upstream are non concerned with armhf so a fix there is
unlikely.

So please at least for now remove the armhf build of marble from the
plucky release pocket.

As Qt6 marble also initiates a library transition, armhf builds of
kgeotag and kphotoalbum will also need removing from plucky release
pocket.
