[Bug 2049416] [NEW] Please remove incus from Ubuntu

Incus is a fork/competitor of LXD. Canonical being the main maintainer
of LXD [1], it makes Incus a competitor. As such, Incus should be put on
a "do NOT import/sync from Debian" list and be removed from the
archives.

A similar thing was done with the LXD **deb** package a while ago to
avoid it from being import from Debian into Ubuntu.
