[Bug 2054841] [NEW] Please remove and block php8.2 from sync'ing in noble

You have been subscribed to a public bug by Athos Ribeiro (athos-ribeiro):

Once the new php-defaults migrates, making php8.2 the default PHP
version for noble, we can finally remove php8.2 from the release pocket
and add it to the blocklist so it won't sync back for some reason.

__After__ that is done, we can also clean up the britney hints added for
the transition, i.e., the badtest for php8.2, and the force/force-hint
entry for php-defaults/93ubuntu2.
