team.ubuntu.com/nbs.html

The package is now only built on amd64 in Debian

And on amd64 and ppc64el in Ubuntu
https://launchpad.net/ubuntu/+source/starpu-contrib/1.4.3+dfsg-2

starpu-contrib has no reverse dependencies so the packages built for other architectures were removed from Debian:
https://ftp-master.debian.org/removals.txt

Please remove starpu-contrib on arm64 to allow the latest version to
migrate out of noble-proposed
