  ROS Upstream developers/maintainers have been already providing debian packages from their PPA since 10+ years ago.
  See for example the installation instructions and some forum pages:

  Due to this duplication between the official installation instructions
  and the packages in Ubuntu Archive, the community have been reporting
  issues and there have been complaints for years about this. It also
  affected how Canonical-Ubuntu was perceived by users, and we fully
  understand them since a lot of internal knowledge is needed to be able
  to figure out what is happening.

  Users still complaining in the most recent version and again thinking the packages come from Canonical:

  We agreed to remove those from Ubuntu and let upstream maintainers manage their PPA so no collisions happen and we reduce the user confusion between Canonical-Ubuntu and OSRF about ROS.
  This is not the only package to be removed, in fact the entire ROS dependency tree accounts for hundreds of packages.
  I managed to find some roots and will open a bug ticket in each of them as soon as we agree on the process for removal in this bug ticket
