Please remove rust-ruma-state-res from Ubuntu plucky to allow the
libgit2 transition to be finished. rust-ruma-state-res depends on rust-
criterion-0.3.

rust-criterion-0.3 is no longer installable with the latest version of
rust-itertools and it is not planned to fix rust-criterion-0.3. Packages
should migrate to the (unversioned) rust-criterion instead.

rust-criterion-0.3 itself has several autopkgtest reverse dependencies
and doesn't need to be removed right now.
