[Bug 2090965] [NEW] Remove packages that have gimp 2 build-depends

Unlike https://bugs.debian.org/2089600 the packages in this bug should
be usable without gimp 2. I am requesting their removal anyway to not
further delay the gimp 2 -> 3 transition.

They have already been removed from Debian Testing with Release Critical
bugs about the need to stop trying to build with gimp 2. They need some
work, either to autotools or to Makefiles, to build successfully without
gimp 2. When these issues are fixed in Debian with a new upload, they
will be autosynced back into Ubuntu.
