I have found these dependencies by using searches like this:

since my usual tools to identify reverse dependencies can't handle the
virtual packages used heavily in Debian Rust packages.

The rust-block-padding library is unable to migrate because rust-block-buffer-0.9 has a versioned dependency on it[1]

Upgrading rust-block-buffer library dependency or providing rust-block-
padding-0.2 and using it as the dependency will unblock the migration.
